What happened
By 930, Icelandic chieftains established the Althing, an annual general assembly at Thingvellir, a rift valley about 40 kilometers northeast of Reykjavik. Icelandic tradition credits a man named Ulfljotr with traveling to Norway in the 920s to adapt Norwegian law for use in Iceland before the assembly's founding. The Althing had a lawspeaker who recited the law from memory before writing became standard, and a council of lawmakers called the logretta, but no king and no executive to enforce judgments; disputes still had to be settled or avenged by the parties themselves. Historians now generally avoid calling this system an early democracy and instead describe it as a free state with defined legal procedure but limited state power.
Why it matters
The Althing is one of the oldest continuously referenced parliamentary assemblies in the world, meeting at the same site for over three centuries until 1262. It shows Norse settlers building formal legal institutions from scratch on a newly settled island with no existing native population or ruler to inherit authority from.
How we know
Ari Thorgilsson's Islendingabok, an early Icelandic historical work from the 12th century, records the Ulfljotr tradition and the assembly's establishment, though it too postdates the founding by roughly two centuries.
